TOM ROONEY has been named a senior fellow for The LeMieux Center for Public Policy at Palm Beach Atlantic University. Rooney, a Florida Republican, was first elected to Congress in 2008 and served until stepping down this month.

MARLENE SANTOS has been named president of Gulf Power Co. Santos’ previous positions included vice president of customer service at Florida Power & Light.

NELLY KHOUZAM has been named chief judge of the 2nd District Court of Appeal. Khouzam has served on the Lakeland-based appeals court since 2008 and previously was a judge in the 6th Judicial Circuit, which is made up of Pasco and Pinellas counties.

KEVIN EMAS has been named chief judge of the 3rd District Court of Appeal. Emas has served on the Miami-based appeals court since 2010 and previously was a Miami-Dade County circuit judge.

KERRY EVANDER has been named chief judge of the 5th District Court of Appeal. Evander has served on the Daytona Beach-based appeals court since 2006 and previously was a judge in the 18th Judicial Circuit, which is made up of Brevard and Seminole counties.

GREG UNGRU has been named deputy secretary and chief of staff at the Florida Department of Elder Affairs. Ungru’s previous positions have included serving as state director of Marsy’s Law for All.

MARY BARZEE FLORES has joined the Florida Department of Agriculture and Consumer Services as deputy commissioner for community affairs. Barzee Flores’ past positions have included serving as a Miami-Dade County circuit judge.

CRAIG CARBONE, CHRIS HARTLINE, LEDA WILLIAMS KELLY, PAUL BONICELLI, COLLIN LOMAGISTRO AND CHRISTINE DIAZ have been named to positions in the administration of U.S. Sen. Rick Scott. Carbone, who will serve as deputy chief of staff, most recently worked as political director for Scott’s Senate campaign. Hartline, who will serve as communications director, most recently worked as a spokesman for Scott’s Senate campaign. Kelly, who will serve as state director, previously worked as director of external affairs for Scott's Senate campaign.  Bonicelli, who will serve as a senior policy adviser focused on armed services and foreign policy issues, has held previous positions including assistant administrator at the United States Agency for International Development (USAID) during President George W. Bush’s administration. Lomagistro, who will serve as a senior policy adviser focused on commerce, worked as Florida finance director for Scott’s Senate campaign. Diaz, who will serve as senior policy adviser focused on homeland security issues, worked in Scott’s gubernatorial administration, including as South Florida regional director and Washington D.C. director.

NICK IACOVELLA, ARIELLE MUELLER, LAURA ORTIZ AND JUSTINE SANDERS have been named to positions in U.S. Sen. Marco Rubio’s communications office. Iacovella, whose past positions have included working for Heritage Action for America, will serve as press secretary for domestic and national issues. Mueller, who most recently has been Rubio’s deputy press secretary, will be press secretary for Florida issues and the Senate Committee on Small Business and Entrepreneurship, which Rubio chairs. Ortiz, who is Rubio’s Hispanic media director, will also handle foreign policy press inquiries and outreach in the Senate office. Sanders, who previously was a press assistant, will be deputy press secretary.

RANA MCCLELLAND has been named chair of the Florida Hospice & Palliative Care Association. McClelland is regional program director of Florida operations for Compassionate Care Hospice.
