$635 million. State economists predict that Florida will have a $635 million budget surplus for 2016-17. Senate President Andy Gardiner has already announced his support for $250 million in tax cuts and higher education funding for January's legislative session. Though the surplus is healthy, it could provoke another budget fight between lawmakers and Gov. Rick Scott, who had promised higher tax cuts than what Gardiner is proposing.
