PAUL JESS has been named executive director of the Florida Justice Association. Jess, a longtime Florida Justice Association executive, most recently has served as the organization's interim executive director.

CHRIS SPENCER is joining the firm GrayRobinson, PA. Spencer, who will work in the firm's Tampa office, most recently has served as chief legislative assistant to Sen. Jeff Brandes, R-St. Petersburg.

TROY THOMPSON has been named deputy director of the Florida Highway Patrol. Thompson most recently has served as the patrol's chief of commercial vehicle enforcement.

SCOTT FENNELL has joined the state Department of Financial Services as deputy chief financial officer. Fennell has most recently served as chief operating officer of Enterprise Florida.

KRISTINA SAMUELS has been named clerk of court for the Tallahassee-based 1st District Court of Appeal.

J. CHRISTIAN MINOR has been named executive director of the Florida Juvenile Justice Association. Minor has served as legislative affairs director for Bridges International.

JODY LAMAR FINKLEA has been named general counsel and chief legal officer of the Florida Municipal Power Agency. Finklea most recently served as the agency's deputy general counsel and manager of legal affairs.

AKILAH R. ENSLEY has been named finance director of Democrat Andrew Gillum's campaign for governor. Most recently, Ensley has founded and managed Invictus Strategy Group.

BILL HAGER AND MATT WILLHITE have been elected to lead the Palm Beach County legislative delegation. Hager, a Delray Beach Republican who will serve as chairman, represents House District 89. Willhite, a Wellington Democrat who will serve as vice-chairman, represents House District 86.

THOMAS BRYAN has been appointed by Gov. Rick Scott to the University of North Florida Board of Trustees. Bryan, of Jacksonville, is a partner at Terra Capital Holdings, Inc.

RICHARD MYHRE, RODNEY MACKINNON AND ELIZABETH MOYA have been appointed by Gov. Rick Scott to the Committee on Early Grade Success. Myhre, of Crawfordville, is executive director of Just Read, Florida! within the Department of Education. MacKinnon, of Tallahassee, is executive director of the Office of Early Learning. Moya, of Tallahassee, is legislative affairs director in the Office of Early Learning.

DWAYNE INGRAM has been appointed by the Board of Directors of The Able Trust as an ambassador. Ingram is CEO of Crimson Consulting.
