CHRIS MOYA, EMILY DUDA BUCKLEY AND DANIEL RUSSELL have been named to positions with the firm Jones Walker LLP. Moya, a lobbyist who previously worked in the Legislature and the Florida Division of Elections, will serve as the firm's director of government relations. Duda Buckley, who has held positions in the Florida House, the governor's office and in the private sector, will serve as government relations manager. Russell, whose positions have included general counsel at the Florida Lottery, will be special counsel in the firm's gaming and litigation practice groups.

ROBERTO "BOBBY" CARBONELL has been named executive director of Florida is for Veterans, Inc. Carbonell is a first lieutenant in the Florida Air National Guard and worked as deputy legislative director for the Florida Department of Military Affairs for five years.

CISSY PROCTOR has been named chief of staff at the Florida Department of Economic Opportunity. Proctor most recently served as director of the Division of Strategic Business Development at the Department of Economic Opportunity.

KELLY PAIGE BUTZ has been appointed by Gov. Rick Scott as a judge in the 10th Judicial Circuit, which includes Hardee, Highlands and Polk counties. Butz, of Winter Haven, was appointed in 2014 as a Polk County judge.

JANET CARNEY CROOM has been appointed by Gov. Rick Scott as a judge in the 19th Judicial Circuit, which includes Martin, St. Lucie, Indian River and Okeechobee counties. Croom, of Vero Beach, is a sole practitioner and previously held positions such as assistant attorney general in Arkansas.

JUSTIN SENIOR has been chosen for the board of directors of the National Association of Medicaid Directors. Senior is deputy secretary for the Division of Medicaid at the Florida Agency for Health Care Administration.

CURTIS BROWN has been named law-enforcement director with the Florida Fish and Wildlife Conservation Commission. Brown, a colonel, began as an officer in Hendry and Collier counties in 1991 and has held a number of positions throughout the state.

JOHN M. LEWIS will serve as chairman of Floridians for Better Transportation. Lewis is chief executive officer of LYNX, the Central Florida regional transportation authority.

SUSAN ANDERSON AND SUSAN TOBIN have been hired at the Florida chapter of the Assisted Living Federation of America. Anderson, who previously served as deputy state ombudsman for the long-term care ombudsman program at the Department of Elder Affairs, will work as the organization's vice president of public policy. Tobin, who most recently served as a consultant and head meeting planner at Creative Meeting Solutions, will work as membership and education manager.

KAITLYN LENHART has been appointed by Gov. Rick Scott as interim supervisor of elections in Flagler County. Lenhart, of Palm Coast, has served as assistant supervisor in the Flagler County Supervisor of Elections Office since 2009.

GLORIA MILLE has been appointed by Gov. Rick Scott to the Indian River County Housing Authority. Mille, of Vero Beach, is a former tax preparer.
