MIKE HIGHTOWER has joined Holland & Knight as a senior policy adviser in the firm's Jacksonville office. Hightower previously worked as vice president of governmental and legislative relations for Florida Blue.

MEGHAN COLLINS has been named director of communications and external affairs at the Florida Department of Education. Collins previously worked as director of communications at the Department of Juvenile Justice.

PETER MURRAY has been named legislative affairs director for the Florida Commission on Offender Review. Murray most recently served as deputy legislative affairs director for the Department of Corrections.

SCOTT SHALLEY has been named as the next executive director of the Florida Association of Counties. Shalley, who has served the past two years as director of the association's Enterprise Division, will move into the new job when Executive Director Chris Holley retires in June.

MAUREEN CANADA AND SHEELA VANHOOSE have been appointed by Gov. Rick Scott to the North Broward Hospital District Board of Commissioners. Canada, of Lighthouse Point, is the president of Lighthouse Point Marina Inc. VanHoose, of Pompano Beach, is the director of legislative affairs for the Broward County public schools.

ARSALIA BYRD AND PAUL DUMARS have been appointed by Gov. Rick Scott to the Palm Beach County Housing Authority. Byrd, of Jupiter, is a vice president and commercial banker for SunTrust Bank. Dumars, of Royal Palm Beach, is a chief financial officer at Penn Dutch Food Center.
