SUSAN L. KELSEY has been appointed by Gov. Rick Scott as a judge on the 1st District Court of Appeal. Kelsey, of Tallahassee, is a sole practitioner with the Kelsey Appellate Law Firm, P.A.

IAN LEAVENGOOD has been appointed by Gov. Rick Scott to the 6th Circuit Judicial Nominating Commission. Leavengood, of St. Petersburg, is a lawyer with LeavenLaw.

RICHARD SCHWAB AND BRADLEY WILLIAMS have been appointed by Gov. Rick Scott to the Suwannee River Water Management District. Schwab, of Perry, is a procurement manager with M.A. Rigoni. Williams, of Monticello, is owner and president of Williams Timber Inc.

RONALD HOWSE has been appointed by Gov. Rick Scott to the St. Johns River Water Management District. Howse, of Cocoa, is a self-employed investor, licensed civil engineer, and land surveyor.

ELVA PEPPERS has been appointed by Gov. Rick Scott to the Acquisition & Restoration Council. Peppers, of Tallahassee, is a project manager biologist with Florida Environmental and Land Services Inc.

JENNIFER PROFFITT AND ELIZABETH DAVENPORT have been elected as leaders of the United Faculty of Florida. Proffitt, of Florida State University, was elected as the group's president, while Davenport, of Florida A&M University, was elected as first vice president.

FLOYD R. SELF has joined the law firm Berger Singerman as a partner. Self, who will work in the firm's Tallahassee office, practices in the utility, energy, telecommunications, water and technology sectors.

KELLIE SWEAT DARNELL has been named regional managing director for the Department of Children and Families' northwest region. Darnell most recently has served as director of child welfare operations within the statewide Office of Child Welfare.

JAMES JOHNS has been appointed by Gov. Rick Scott as a St. Johns County Commissioner. Johns, of St. Johns, is president of Solid Rock Engineering Consultants Inc.

MANNY FERNANDEZ, RENEE FINLEY AND SHERRICK “RICK” WASSEL have been appointed or reappointed by Gov. Rick Scott to the Institute for the Commercialization of Public Research Board of Directors. Fernandez, of Sanibel, is a general partner with SI Ventures. Finley, of Jacksonville, is vice president of enterprise innovation for GuideWell. Wassel, of Orlando, is employed with the Florida Hospital and Florida Division of Adventist Health System.

DEBBE HAGNER, ROSEANNE FINIGAN AND LOIS "DARLENE" LAIBL-CROWE have been appointed or reappointed by Gov. Rick Scott to the Florida Coordinating Council for the Deaf and Hard of Hearing. Hagner, of Port Richey, is retired. Finigan, of Key West, is an occupational therapist for Select Medical. Laibl-Crowe, of Palatka, previously worked at the Helen Keller National Center.

ROBERT DICKINSON has been appointed by Gov. Rick Scott to the Council on Homelessness. Dickinson, of Coral Gables, is retired chief executive officer of Carnival Cruise Lines.

TANYA WILKINS has been appointed by Gov. Rick Scott to the Guardian Ad Litem Qualifications Committee. Wilkins, of Tallahassee, is co-founder and vice president of LifeConnectors.

BARBARA GIEL, JERRY ABRAMS AND KENNETH RIVARD have been appointed or reappointed by Gov. Rick Scott to the Merritt Island Library District Board. Giel, of Merritt Island, is an assistant at Fidelity Bank of Florida. Abrams, of Merritt Island, is a security officer with McRoberts Maritime Security. Rivard, of Merritt Island, is a retired airline captain.
