M. KEMMERLY THOMAS has been appointed by Gov. Rick Scott as a judge on the 1st District Court of Appeal. Thomas, of Tallahassee, has been an attorney with McConnaughhay, Coonrod, Pope, Weaver, Stern & Thomas, P.A., since 1991.

TRISH CONNERS AND KENT PEREZ have been named to different roles in Attorney General Pam Bondi's office. Conners, a deputy attorney general, will serve as acting chief deputy attorney general. Perez, the agency's general counsel, will serve as acting chief of staff.

J. MURRAY GIBSON has been named dean of the FAMU-FSU College of Engineering. Gibson is the founding dean of Northeastern University's College of Science.

KRISTEN MCDONALD AND JULIE BORM have joined Hill+Knowlton Strategies as account supervisors. McDonald, who will work in the Tallahassee office, most recently has served as communications director in the state House Majority Office. Borm, who will work in the Tampa office, most recently worked as senior communications director for the Laser Spine Institute.

JIMMY CARD has joined the lobbying firm Larry J. Overton & Associates. Card is a former director of government relations for Preferred Medical Plan.

ALLYCE HEFLIN has joined the lobbying firm Southern Strategy Group. Heflin has served as budget chief on the staff of the House Education Appropriations Subcommittee.

AUSTIN NICKLAS has been hired as district legislative assistant for Sen. Aaron Bean, R-Fernandina Beach. Nicklas worked as a legislative intern for Bean and as a public affairs consultant for Kinder Morgan in Jacksonville.

MAYANNE DOWNS will become president and managing director of the GrayRobinson law firm. Downs, of Orlando, has served as statewide chair of the firm's Litigation Department and is a past president of The Florida Bar.

WILLIAM D. TALBERT III will become chairman of the Visit Florida Board of Directors. Talbert is president and CEO of the Greater Miami Convention & Visitors Bureau.

BRIAN LAMB has been elected chairman of the University of South Florida Board of Trustees. Lamb, who has served as vice chairman since 2014, is regional president for Fifth Third Bank.

CAROLYN "RENAE" ALLEN AND ROBERT C. BRANNAN III have been reappointed by Gov. Rick Scott to the Florida Gateway College District Board of Trustees. Allen, of Lake Butler, is a science instructor at Union County High School. Brannan, of Macclenny, is owner of Brannan Livestock and formally served as a major with the Baker County Sheriff's Office. 

SUSAN CARON AND JOE CONRADO have been reappointed by Gov. Rick Scott to the Indian River State College District Board of Trustees. Caron, of Fort Pierce, is an administrative assistant for the St. Lucie County Board of County Commissioners. Conrado, of Vero Beach, is president of Conrado Enterprises.

PHILIP GRIFFITTS JR. has been appointed by Gov. Rick Scott to the Bay County Commission. Griffitts, of Panama City, is owner of the Sugar Sands Inn.

JEFF ANDREWS has been appointed by Gov. Rick Scott to the Union County Commission. Andrews, of Lake Butler, is food service director for Union Correctional Institution

ASHLEY COONE has been appointed by Gov. Rick Scott as the DeSoto County clerk of circuit court. Coone, of Arcadia, served as president of ASC Consulting and Marketing.

CLARENCE TIBBS, DOUGLAS BASSETT AND BRIAN FLAHERTY have been appointed or reappointed by Gov. Rick Scott to the Electrical Contractors' Licensing Board. Tibbs, of Apopka, is president of STE Electrical Systems. Bassett, of Fort Myers, is senior director of licensing and field compliance for Comcast Xfinity Home. Flaherty, of Dunedin, is an electrical contractor with Brico Electric.

GREG ROSS has been installed as president of the Broward League of Cities. Ross is mayor of Cooper City.

JAMES WILLIAMS has been appointed by Gov. Rick Scott to the Big Cypress Basin Board. Williams, of Naples, is director of Florida farms for Lipman Produce.

JEFFREY WELCH has been reappointed by Gov. Rick Scott to the West Orange Airport Authority. Welch, of Apopka, is executive director of Palmer, Reifler & Associates P.A.

MARK MINER has been appointed by Gov. Rick Scott to the St. Augustine-St. Johns County Airport Authority. Miner, of St. Augustine, is a financial adviser for Edward Jones Investments.
