QUALIFYING STARTS IN HOUSE DISTRICT 116: A two-day qualifying period will start for candidates in a special election in House District 116. The seat opened when Miami-Dade County Republican Jose Felix Diaz resigned to run in a special election in Senate District 40. The special primary elections in the House and Senate districts will be held July 25, while the special general elections will be Sept 26. (8 a.m.)

`GOLD SEAL' NURSING HOMES CONSIDERED: The Governor's Panel on Excellence in Long-Term Care will consider applications from nursing homes seeking “Gold Seal Award” designations. (9 a.m., Agency for Health Care Administration, 6800 North Dale Mabry Highway, Tampa.)

STATE INVESTMENTS DISCUSSED: The Investment Advisory Council, which reviews state investments and makes recommendations, will hold a joint meeting with the Participant Local Government Advisory Council. SCOTT TOUTS BP SETTLEMENT BILL: Gov. Rick Scott will hold two ceremonial bill-signing events for a measure (HB 7077) that will release BP oil-spill settlement money to eight Northwest Florida counties most impacted by the 2010 Deepwater Horizon disaster. PSC CONSIDERS DUKE INCREASE: The state Public Service Commission will consider a series of issues, including a proposal by Duke Energy Florida that would increase customers' monthly electric bills. The proposal stems from higher-than-expected fuel costs for the utility's power plants. (1:30 p.m., Betty Easley Conference Center, 4075 Esplanade Way, Tallahassee.)

RING CAMPAIGNS IN TAMPA: Former Democratic Sen. Jeremy Ring, who is running in 2018 for state chief financial officer, will hold a campaign event in Hillsborough County. (5:30 p.m., The University Club, 201 North Franklin St., Suite 3800, Tampa.)

MAST HOLDS TOWN HALL: U.S. Rep. Brian Mast, R-Fla., is slated to hold a town-hall meeting in Martin County. (5:30 p.m., Kane Center, 900 S.E. Salerno Road, Stuart.)

BEAN SPEAKS TO YOUNG REPUBLICANS: State Sen. Aaron Bean, R-Fernandina Beach, is scheduled to speak to the Jacksonville Young Republicans and discuss the 2017 legislative session. (6:30 p.m., Mellow Mushroom, 3611 St. Johns Ave., Jacksonville.)
